The domestic hot water system was not likely equipped with a thermostatic mixing valve, which limits the maximum temperature of the domestic hot water at no more than 49 degrees C. The valve allows cold water to mix with the hot water before reaching the fixtures, while still allowing the water in the tank to be hot enough so that bacteria cannot thrive.
